Building Safety Regulator reports batching scheme progress

The Building Safety Regulator says its batching pilot initiative is “outperforming the previous multi-disciplinary model” in Gateway 2 process.

It revealed the findings in its latest building control Gateway 2 update statistics, which covers the 12 weeks up to 29 March.

Launched in September 2025, the batching pilot initiative groups together applications for initial assessment by specialist external suppliers, overseen by the BSR.

It says that suppliers are turning around assessments in around four weeks across all three major categories: new build, remediation and refurbishment.

It also revealed that its specialist arm, the Innovation Unit (IU), tasked with overseeing complex applications, made 19 approvals of the 31 decisions it oversaw. The IU is currently managing 135 live cases, representing 24,824 units.

The regulator has also reported a significant increase in remediation decisions, 92 were made over the 12 weeks compared to 228 over the whole of 2025.

New applications

Overall, it reports that across all categories, 284 decisions were made with a 67% approval rate. It says it received new applications covering a total of 12,975 residential units during the period, and determined 16,721 units, approving 61% (10,165).

The BSR is currently working across 28,761 units in live cases.

Commenting on the latest statistics, Charlie Pugsley, Acting Chief Executive Officer of the Building Safety Regulator, said: “A big part of our work to drive improvements is now focused on improving technical consistency in the sector and ensuring that learning from challenging designs or applications is shared. So, we have less complex cases to work through, further reducing decision times.”
