
Pagabo Group has launched a technology platform designed to help construction and built environment organisations link social value commitments to local needs and track their delivery.
ImpactOS brings together Pagabo’s existing Loop technology and its recently acquired Impact Reporting tool. The company said the platform is intended to provide a single system covering social value commitments from bidding and procurement through to project delivery and reporting.
The launch comes as the government places greater emphasis on social value in public procurement, including through Procurement Policy Note (PPN) 026, which places greater focus on good jobs and skills.
Pagabo Group said a key challenge for the industry is ensuring that social value commitments made during tenders reflect the needs of the communities where projects are being delivered, and that organisations can subsequently demonstrate what has been achieved.
ImpactOS includes local needs analysis using data from what Pagabo describes as verifiable sources, alongside tools for setting and tracking socio-economic metrics. Users can tailor metrics to different stakeholders and apply weighting to reflect government policy or organisational priorities.
The platform also tracks commitments through the supply chain and project delivery, with the aim of providing evidence for final reporting and auditing.
Core government priority
Amman Boughan, group CEO at Pagabo Group, said: “The challenge is no longer creating the commitments. It’s making the right ones for the right places and then proving those were delivered.”
He added that PPN 026 established jobs and skills as a core government priority, while organisations still need to consider wider social value commitments and local needs.
According to Pagabo, ImpactOS is intended to support teams with social value planning and management rather than focusing solely on reporting after delivery.
The launch follows comments from Andy Burnham, in his first speech to the Labour Party conference as prime minister, in which he reiterated the government’s ambition to create “good growth in every postcode”.
Pagabo said the platform is aimed at bidding, procurement, project delivery and sustainability teams across the built environment.
