HSE consults on building control professionals’ register

The Health and Safety Executive (HSE) has launched a consultation on the latest version of plans to require all building control professionals to register with the Building Safety Regulator (BSR).

The register is set to open in October 2023, before registration becomes a legal requirement in April 2024.

It will apply to all building control professionals in both the public and private sectors, regardless of the type of buildings they work on. It does not only apply to those working on higher risk buildings (HRBs).

They must be able to demonstrate their competence to be able to register with the BSR.

The HSE published an early draft of the Building Control Competence Framework (BICoF) in May. Since then, it has worked with the sector to develop it to enable professionals to demonstrate the right skills, knowledge, experience and behaviours to register.
