Westminster City Council has appointed FM Conway, with WSP, to deliver a £1.25bn highways and public realm contract over the next 8.5 years, extendable to 12.5 years.

The scope covers the design, construction, inspection and maintenance of Westminster’s public highways, carriageways, footways, street lighting, drainage, bridges and structures.

WSP will lead on the public realm design, flood risk management and road safety aspects of the contract.

The council said it redesigned the contract to provide clearer responsibilities, stronger oversight, and improved ways of tracking performance.

FM Conway has previously carried out the Strand Aldwych transformation for the council.

“Following a detailed and competitive procurement process, we are pleased to award a modernised Highways & Public Realm contract to FM Conway,” said Councillor Tim Mitchell, Westminster cabinet member for environment and city management.

“This new contract delivers clearer accountability, stronger oversight, and better value for money for our residents.”

Mitchell added: “The new arrangements introduce independent assurance, tougher performance standards, and improved digital reporting, directly addressing lessons learned from previous contracts and ensuring a more responsive and transparent service.”
