Fire safety enforcement notices issued to Hinkley contractors

The Office for Nuclear Regulation (ONR) has served enforcement notices for fire safety shortfalls to companies working at the Hinkley Point C construction site, including Laing O’Rourke.

The ONR said it made pre-planned inspections over three days in November at the Unit 1 HR Building on the Somerset site, identifying the breaches.

The regulator issued four notices to licensee NNB Generation Company (HPC) Ltd, contractors Bouygues Travaux Publics SAS and Laing O’Rourke Construction Ltd, which are the joint venture partners in BYLOR JV, and REEL UK.

The enforcement notices require the companies to make improvements to address the shortfalls in compliance and prevent reoccurrence at Hinkley Point C.

There were no consequences for employees, the public or the environment as a result of the shortfalls, the ONR said.

However, it identified the potential for harm and risk of serious injury, which required regulatory action.

Shane Turner, superintending inspector and head of safety regulation – Hinkley Point C, said: “The enforcement notices require these four organisations to make improvements in fire safety arrangements at the Hinkley Point C site.

“We will engage with each of them during the period of the enforcement notice to ensure positive progress is made.”

The notices require the companies to make the necessary improvements by 31 March 2024. The enforcement action relates to contraventions under the requirements of Article 22 of the Regulatory Reform (Fire Safety) Order 2005.
