
The construction companies set to deliver the £1.5bn Parliamentary Construction Partnership (CPF) Framework have been announced.
Bovis, Wates and Kier are among the 10 firms celebrating the major contract win.
The framework, awarded on 15 October, is intended to provide long-term contracting capacity for works under the medium-term investment plan (MTIP).
It covers a range of construction and engineering disciplines, reflecting the Parliamentary Estate’s complexity.
The estate comprises more than 250,000 sq m of floor space, with around 70% of the buildings designated as ‘listed’, including the Palace of Westminster, which is a UNESCO World Heritage Site.
The contract award notice states that work was allocated following a three-stage process, which included a compliance check, selection questionnaire, and quality and commercial evaluation.
Quality was weighted at 80% and price at 20%, with an emphasis on health and safety, delivery approach, risk and information management, sustainability and social value.
The framework will operate for up to eight years, using NEC4 contracts.
Lot 1 – High-value construction works
(typically over £50m)
The top-tier lot has been awarded to three major UK contractors:
- Bovis Construction (Europe)
- Kier Construction
- Wates Construction
Lot 2 – Medium-value works (M&E, public health and fire)
(typically £5m to £50m)
These specialist building services contractors have been appointed to handle mechanical, electrical, and fire systems upgrades:
- Dalkia Facilities
- East West Connect
- Emico
- MITIE Technical Facilities Management
Lot 3 – Medium-value works (architectural, structural and heritage)
(up to £50m)
Focused on fabric repair, stonework and conservation disciplines, this lot has been awarded to:
- Thomas Sinden
- Walter Lilly & Co
Lot 4 – Low/Minor Works (building, fit-out and M&E)
(up to £5m)
For smaller-scale and reactive projects, the following firms have been appointed:

- Emico
- MITIE Technical Facilities Management
- Thomas Sinden
- Walter Lilly & Co
