The Construction Industry Training Board (CITB) will start a ‘consensus engagement’ with the construction industry in September on its levy proposals for 2026-29.
Consensus is a process that CITB usually undertakes every three years to ask construction employers for their views on its plans for raising levy funds.
CITB says it will host webinars to inform employers of its proposals and gather their opinions. It will also seek views on the skills and training outcomes it has delivered for the industry over the past three years via the current levy.
The feedback will be collated for the Levy Strategy Committee – an independent group of industry representatives and external specialists – which will deliver recommendations to the CITB board before it submits the final levy proposals to the government.
CITB, as the industrial training board responsible for promoting vocational training in the construction industry, is empowered to impose a levy on employers or contractors in the industry to fund its operations. These include making grants to employers or contractors whose training courses are approved by the CITB.
The levy applies to all employers engaged wholly or mainly in construction industry activities.
