The British Standards Institution (BSI) has published a white paper outlining how BS 99001 can help built environment professionals meet their legal duties under the Building Safety Act 2022 (BSA).

Launched in July 2022, BS 99001 expands on ISO 9001 to provide a sector-specific quality management system for areas such as competence, design quality and temporary works.

BSI’s new report, BS 99001 and the UK Building Safety Act: A framework for quality and compliance in the built environment, explains how BS 99001 aligns with the Building Safety Act and provides guidance to help the industry implement the legislation’s requirements.

For example, it sets out how BS 99001 helps implement the golden thread through clauses included in the standard, such as documented information, design and development, and release of products and services.

Although BSI makes clear that implementing BS 99001 does not automatically ensure
legal compliance with the BSA, it said it provides organisations with “a strong framework” to demonstrate they are meeting their statutory obligations.

The white paper also offers examples of major contractors that have already achieved BS 99001 certification, including VolkerWessels, Morgan Sindall Construction and Laing O’Rourke.

Rahul Shah, global director of value architecture at BSI, said: “The BSA transformed the UK’s built environment landscape, urging organisations to move beyond compliance and embed safety and quality into everyday operations. BS 99001 translates these principles into actionable steps that strengthen trust, competence and performance.

“Our latest white paper goes further, bridging the gap between the BSA and the standard, and providing practical guidance on how effective quality management underpins safety, compliance and continuous improvement. It is available now as a foundation for delivering safer, higher-quality buildings.”
