  1. Bob thanks for the information and your report. I am appalled at the Edinburgh story-an increase of 8.3 fold. Accountability professionally should count for something-The management of that project are a liability to the industry.
    Two things either the estimate was totally unrealistic or the design and changes were out of control.I worked on Alexander Palace refurbishment which was never finished to the original spec and there were 12 resident architects there. Maybe they feel they have to make changes.The result just invites criticism. As an international VE I find the results unnerving. Never the less the professional management should be held accountable.Keep the stories coming.

Bob I note with despair the facts as you describe them, however there are a number of points I would like to make, firstly; the Scottish Parliament Building, surely the product of a classic undefined and incomplete design brief, the death of the principal architect Moralles half way through the project did not help matters, who was responsible for agreeing the Procurement method? the Government guidlines on Procurement are clear,
    This would never have happend under a PFI with a “Non-Profit Distributing Organisation” [NPDO] SPV, little or no risk to the Government, and delivered much quicker.
