Public sector-owned Scape Group is inviting contractors to bid for its new UK-wide national construction framework, replacing the existing Scape Major Works Framework – where Willmott Dixon is in position as sole provider.
The new four-year framework will have “multiple” providers and will run from May 2017, when it is expected to deliver projects worth up to £5.5bn in total.
Its scope will cover construction projects worth £2m to £50m across England, Scotland, Wales and Northern Ireland.
Willmott Dixon was appointed sole partner on the existing framework in April 2013. According to the Scape website, it has delivered projects worth £1.25bn under the arrangement.
Bidders for the new framework will be able to secure places on up to two out of a total of three regional lots, or be appointed on one of the two UK-wide lots, which Scape says will enable access to multiple providers.
According to Mark Robinson, chief executive of Scape Group, the new framework was conceived following interaction with the market, and would cover the whole of the UK, with the new Scottish option within the framework being compliant with Scottish law.
He told Construction Manager: “This new framework is more flexible and we’ve listened to the market and how we can best serve the public’s needs over the next few years. It takes into consideration local government but also has a wider government scope.
“We’re excited as there are opportunities for much bigger and different projects than there were previously, for example the Scottish construction pipeline and projects such as Edinburgh University.”
The five lots, each running for a period of four years, are:
- A UK-wide option for large-scale projects valued at over £50m, with a total framework value of up to £1.5bn.
- A UK-wide option for projects valued at between £10m and £50m, with a total framework value of up to £1.5bn.
- A regional option for projects valued between £2m and £20m in England and Northern Ireland up to a total framework value of £1.5bn.
- A regional option for projects valued between £2m and £20m in Scotland up to a total framework value of £500m.
- A regional option for projects valued between £2m and £20m in Wales up to a total framework value of £500m.
Scape Group currently operates six national frameworks: major works; minor works; civil engineering and infrastructure; facilities management; project management and quantity surveying; and asset management, surveying and design services.
Across all of its frameworks Scape has to date delivered over 2,000 projects, and currently has over 1,000 live project commissions.
